G.I. Joe #21 marks a return to the Arashikage as the Joes race to extract Scarlett from her deeply embedded undercover mission. Their operation coincides with Cobra’s own return to the same location, as the organization attempts once again to secure the Sword of Life after a prior failure. What follows is one of the most action-packed issues in the series, leaning into a classic G.I. Joe trope: the silent issue. By channeling the energy of the Scarlett miniseries and embracing a largely dialogue-free approach, issue #21 stands out as one of the most visually driven installments so far.
That said, the issue is not entirely silent. Writer Joshua Williamson and artist Tom Reilly open with a measured amount of setup, establishing the stakes before transitioning into the silent storytelling mode. A whispered motion from Jinx to Scarlett serves as the turning point, signaling the start of the dialogue-light sequence. From there, Reilly fully commits to the art-forward style, ensuring the narrative remains clear and engaging through visuals alone, a challenge he meets with impressive precision.

In terms of plot, the issue doesn’t hinge on major twists or shocking revelations, but that restraint ultimately works in its favor. Rather than aiming for dramatic surprises, the story focuses on reinforcing Cobra’s ruthlessness and establishing Scarlett’s role as a core member of the series moving forward. At the same time, it subtly lays the groundwork for future developments within the franchise, offering teases that feel both deliberate and intriguing without overshadowing the issue’s primary strengths.
