Oliver Queen, in the follow-up to Absolute Power and his betrayal of the Justice League, returned to Star City for a recalibration. He’s ready to continue his work as a street level vigilante fighting for the average person. Doing so involves facing his past as a CEO, as a new serial killer, the Fresh Water Killer, is targeting the corrupt in the city. After the supposed killer died in custody last issue and the hint to another person behind the mask, Oliver is now left with the task of defending himself and his city.
