After faking his death during the opening arc of Chip Zdarsky’s Batman, The Penguin has gone from bird shop owner to government backed criminal. Between the backing of Black Spider, the Force of July, and an on-and-off romance with Lisa St. Claire, the attempts at control have fallen apart, with Penguin and Batman slowly drowning in the Batmobile.
